No.

Flash is only needed for the client : basically Flash player for Internet Explorer or FireFox.

Nothing special is needed on the server.

well it requires to configure IIS so it can deliver the SWF. At least in my case the URL for SWF is for example http://MyServer/FusionCharts/FCF_MSBar2D.swf which of course does not exist if not configured first. So just configure FusionCharts as virtual folder in IIS site of your web application pointing to physical path - c:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\TEMPLATE\FEATURES\FusionCharts\ in 2010 or c:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\TEMPLATE\FEATURES\FusionCharts\ in 2007  and in 2007 also exclude the path in Central Admin.

For 2007 the wsp maps the swf files in as ghosted, so you do not need to do this.

For 2010 the wsp was not handling this correctly. I have revised it to use a layouts folder instead, taking care of this problem.
